Germany ranks first in the European Digital Resilience Index

The European Digital Resilience Index (EDRIX) provides a critical and quantified assessment of the European Union's growing digital dependence.



The Digital Resilience Index ranks Germany at the top

This report analyzes performance across five pillars—Public Policy, Developer Ecosystem, Civil Society Adoption, Private Sector Digital Resilience, and Public Sector Digital Resilience.


It shows that Germany achieves a very good EDRIX score (7.80) for public sector resilience and the level of adoption of sovereign and open-source digital technologies.


The Czech Republic is undoubtedly at the top of the ranking (10.00) for public and private sector resilience, demonstrating a strong implementation capacity, despite a less dynamic public policy in terms of open source, a relatively weak developer ecosystem, and an average level of adoption of sovereign and open source technologies by civil society.


According to the European Open Source Technology Readiness Index (EOTRIX), which specifically measures a country's adoption and maturity in terms of open technologies, the Czech Republic ranks only 14th with a score of 4.75, which tends to show that the adoption of open source in the public sector is not the only key factor in resilience.


Generalized dependency of public institutions on US infrastructure


A key finding of this report is the alarming and widespread dependence of key European public institutions on US digital infrastructure.


The analysis shows that the official websites of the governments of Estonia, Ireland, and Malta are hosted entirely in the US, while the services of the French president, the Danish monarch, and the Finnish capital, Helsinki, for example, also depend on US-controlled infrastructure.


France achieves a very respectable score in this ranking in terms of public sector resilience (7.17), just one point behind Germany (8.13) and with the same level of open source strategy maturity.


A few drawbacks


Although this index is very detailed, it does not currently allow us to assess whether there are real correlations between the level of public and private sector resilience, the actual implementation of open source and sovereign technologies, and real dependency on US technologies.


Sweden, for example, ranks fairly high in terms of open source adoption with an Eotrix score of 7.48, whereas the country is still heavily dependent on US technologies.


Similarly, while the Czech Republic scores 10/10 for public sector resilience, it ranks very poorly in terms of open source adoption (Eotrix 4.75), behind Malta. Its government website is also dependent on US technologies.


These discrepancies in results may be due to incomplete analysis data, or to the methodology used to aggregate data and/or weight ratings.
